I am not that brave really, people can only take so much, and something has got to give. You mentioned the Police and the attitude of some who turn a blind eye, we all know why they do it. They would be snowed under with paperwork, I have a lot of sympathy for the police and hope someone comes up with a better system that gets police back on the street quicker. Computers in cars is the way to go and reports sent back to station, that way police can spend more time on the street, obviously there's more to it than that, but you should get the basic idea.
I can't understand why parking wardens have a much easier job with on dishing out on the spot fines, why don't the police do the same for petty crime, and cut down on all the paperwork. What's the difference, why are there different rules for police and wardens, if the police started to do what the wardens do then we should see petty crime reduce. Start as you mean to go on, get respect back.
As we said there is much more that could be written, and it would seem paper is main problem. Many laws start out looking good on paper, but are badly implemented, paper is a stumbling block for better policing, and paper is what we are given for being naughty.
So lets get rid of the paper and solve many of the problems we have today.

Good call on the reducing paper TB. I wonder if the head camera isn't the way forward for the police - assuming everything is recorded of course. It's not just police that suffer from the paperwork though - how do we reduce it for teachers, surgeons? It's unlikely they are going to want their every move monitored.
I think it is right though that records of actions taken are made as, in this day and age, it is likely that a policeman / teacher / doctor will be called to account.
